ISPM-15 (International Standards for Phytosanitary Measures No. 15)
International Plant Protection Convention (IPPC)
ISPM-15 is the global standard for treating wood packaging materials used in international trade. It requires that all solid wood packaging — including pallets, crates, and dunnage — be heat-treated or fumigated to eliminate pests that could be carried across borders. Compliance is mandatory for wood pallets entering or leaving nearly every country in the world. Non-compliant shipments risk quarantine, rejection, or destruction at the port of entry. NWPCA Uniform Standard for Wood Pallets
National Wooden Pallet and Container Association (NWPCA)
The NWPCA Uniform Standard provides a common language for specifying and grading wood pallets in the United States. It covers pallet design, lumber specifications, fastener requirements, and performance testing. The standard includes guidelines for pallet classification (new, recycled, remanufactured), grading criteria (Grade A, B, C), and load capacity testing methods. Adherence to these standards ensures consistency and reliability across the pallet supply chain.
GMA/CPBA Pallet Specification
Consumer Brands Association (formerly GMA)
The GMA pallet specification defines the dimensions, materials, and construction requirements for the standard 48x40 grocery pallet used throughout North American retail and food distribution. This specification ensures interoperability across supply chains — a pallet built to GMA spec will work in virtually any standard US racking system, fits optimally in 53-foot trailers, and is accepted by all major retailers. The spec covers top and bottom deck board dimensions, stringer sizes, nail patterns, and wood species requirements.
ISO 6780: Flat Pallets for Intercontinental Materials Handling
International Organization for Standardization (ISO)
ISO 6780 establishes six standard pallet dimensions for international trade, ensuring compatibility across global supply chains. The six sizes are: 1219x1016mm (48x40"), 1000x1200mm, 1165x1165mm, 1067x1067mm (42x42"), 1100x1100mm, and 800x1200mm (the EUR pallet). These dimensions were selected to optimize container and trailer loading efficiency across different regions. When shipping internationally, selecting an ISO-standard pallet size can significantly reduce handling issues and compatibility problems at foreign distribution centers.
OSHA Warehouse and Storage Standards
Occupational Safety and Health Administration (OSHA)
While OSHA does not have a specific pallet standard, several OSHA regulations apply to pallet handling, stacking, and storage in the workplace. These include requirements for safe stacking heights, aisle widths, forklift operations, and the inspection of pallets before use. Damaged pallets — those with broken deck boards, split stringers, or protruding nails — must be removed from service to prevent workplace injuries. Regular pallet inspection is a key component of warehouse safety compliance.
