Our Certifications

Every certification we hold is actively maintained, regularly audited, and directly relevant to the work we do. These are not plaques on a wall — they are operating standards that shape our daily practices.

ISPM-15 Certified

Our heat treatment facility is fully certified under the International Standards for Phytosanitary Measures No. 15 (ISPM-15), administered through the IPPC framework. Every treated pallet receives a stamped mark that is recognized at ports of entry worldwide. We maintain meticulous batch records, temperature logs, and treatment certificates to support export documentation. Our certification is audited annually by an accredited third-party inspection body.

NWPCA Member

We are a proud member of the National Wooden Pallet and Container Association, the industry's leading trade organization representing over 600 pallet companies across North America. Membership connects us to best practices in manufacturing, repair, and sustainability. CalRecycle Compliant

Oakland Pallets is fully registered and compliant with the California Department of Resources Recycling and Recovery (CalRecycle). We adhere to all state-mandated recycling and waste diversion regulations, including proper tracking and reporting of wood waste streams. Our operation contributes directly to California's waste diversion goals by keeping millions of pounds of reusable wood out of landfills each year.

OSHA Compliant

Our facility meets all applicable Occupational Safety and Health Administration standards for general industry and material handling. We conduct quarterly internal safety audits, maintain an incident log reviewed monthly by management, and require a minimum of eight hours of annual safety training for every employee. Our injury rate is consistently below the industry average, reflecting our genuine commitment to worker safety.

SFI Sourcing

When we purchase new lumber for custom builds or repair stock, we prioritize suppliers certified under the Sustainable Forestry Initiative. SFI certification ensures that wood is harvested from responsibly managed forests with protections for water quality, biodiversity, and community rights. While our primary mission is reuse and recycling, the new material we do bring in meets the highest sustainability standards available.

EPA SmartWay

Our logistics operations are aligned with the EPA SmartWay Transport Partnership, a voluntary program that helps freight shippers, carriers, and logistics companies improve fuel efficiency and reduce greenhouse gas emissions. We optimize delivery routes to minimize empty miles, maintain our fleet to manufacturer emission standards, and track fuel consumption per delivery to identify further efficiency opportunities.

BAAQMD Permitted

Our heat treatment kiln operates under a current permit from the Bay Area Air Quality Management District. The kiln is inspected annually for emissions compliance, and we maintain detailed records of fuel consumption, operating hours, and treatment volumes. Meeting BAAQMD standards ensures that our kiln operations do not adversely affect local air quality, and we take this responsibility seriously as a neighbor in the Oakland port community.

DOT Compliant Fleet

Every vehicle in our 12-truck fleet meets all Department of Transportation requirements for commercial motor vehicles. This includes current registration, annual inspections, driver qualification files, hours-of-service compliance, and proper load securement per FMCSA regulations. All drivers hold valid CDLs with clean records, carry current DOT medical cards, and complete defensive driving refresher training annually.

Alameda County Business License

Oakland Pallets holds a current business license issued by Alameda County and the City of Oakland. We comply with all local zoning, land use, and operational requirements for our G Street facility. We maintain open communication with city planning and code enforcement to ensure that our growing operation remains in full compliance with local regulations as they evolve.

Wood Packaging Material Exporter Registration

In addition to our ISPM-15 treatment certification, we are registered as an authorized producer of compliant wood packaging materials for export. This registration allows us to issue treatment certificates that customs brokers and freight forwarders can rely on at international borders. We work closely with export logistics partners to ensure documentation is complete, accurate, and available before shipments reach the port.

Certifications set the minimum. Our internal standards go further. Here is how we think about quality and what it means for the partners and customers who rely on us.

Quality Commitment

Every pallet that leaves our facility has passed a 12-point inspection covering structural integrity, dimensional accuracy, board condition, fastener quality, moisture content, and cleanliness. We grade pallets honestly — an A grade from Oakland Pallets means an A grade pallet, not a B grade with a generous interpretation. Our grading staff has an average tenure of over four years, and they take personal pride in the accuracy of their work.

We stand behind what we sell. If a pallet does not meet the grade it was sold as, we replace it at no cost. That guarantee is only possible because we are rigorous about inspection before the pallet ever leaves the yard. Our quality reject rate at the customer level is under one percent, and we work to push it lower every quarter.

Sustainability Standards

Our entire business model is built on keeping usable wood in circulation. We repair pallets that can be repaired, salvage boards from pallets that cannot, and process the remainder into mulch and biomass rather than sending it to a landfill. By weight, we divert over 95 percent of incoming material from landfill disposal.

Beyond our core recycling operations, we source new lumber from SFI-certified forests, optimize delivery routes to reduce fuel consumption, and maintain our fleet to minimize emissions. Sustainability is not a marketing angle for us — it is the fundamental economics of what we do. Every pallet we repair costs less than manufacturing a new one, uses less energy, and generates less waste. That alignment between environmental benefit and business efficiency is what makes this model work.

Reliability Standards

We understand that our customers are running operations that depend on getting the right pallets, in the right quantity, at the right time. A missed or short delivery can shut down a production line or delay a shipment. That is why we maintain buffer inventory on all standard sizes, confirm delivery windows 24 hours in advance, and equip our entire fleet with GPS tracking so dispatch can provide real-time status updates.

Our on-time delivery rate exceeds 97 percent. When issues do arise — weather, traffic, equipment breakdown — we communicate proactively and work to find a solution before the customer has to ask. That level of reliability is what turns a first order into a long-term relationship.

Becoming a partner is straightforward. Here is how it works from first contact to ongoing collaboration.

Application & Intake

New partners begin by completing a brief intake form that covers your business type, volume estimates, geographic coverage, and any specific requirements you may have. Our partnerships team reviews every submission and responds within two business days.

Qualification Review

For broker and reseller applicants, we verify business credentials, check references, and discuss pricing structures. For recycler and collector applicants, we evaluate supply consistency, pallet condition mix, and logistics feasibility. For municipality and 3PL partners, we schedule a discovery call to understand your operational requirements in detail.

Trial Period

Most new partnerships begin with a 30- to 60-day trial period. This allows both parties to test the working relationship, refine logistics, and confirm that volume commitments and quality expectations are being met before formalizing a long-term agreement.

Agreement & Onboarding

Once the trial period is successful, we execute a formal partnership agreement that covers pricing, payment terms, delivery schedules, quality standards, and communication protocols. Your dedicated account contact is assigned, and you receive access to our ordering and inventory systems.

Western Pallet Association (WPA)

A regional affiliate focused on the unique needs and market conditions of the western United States pallet industry. WPA membership keeps us connected to West Coast supply chain trends, regional lumber pricing, and local regulatory developments that affect our operations.

California Trucking Association (CTA)

As an operator of a 12-truck delivery fleet, membership in the CTA ensures we stay current on transportation regulations, emissions standards, and driver safety programs specific to California. CTA also provides advocacy on issues that affect freight operations statewide.

Sustainable Packaging Coalition

ISPM-15 Treatment Certificate

Available for every heat-treated batch. Includes treatment date, batch number, temperature log summary, and the certified IPPC mark applied to each pallet. Provided automatically with all HT orders and available on request for historical batches.

Certificate of Compliance

A general certificate confirming that pallets meet specified grade, dimensional, and structural standards. Issued on request for customers who require documented quality assurance for their own audit or supply chain compliance programs.

Wood Species & Origin Declaration

A declaration identifying the wood species used in pallet construction or repair, along with the sourcing origin. Required by some international customers for customs clearance and environmental due diligence. Available upon request for both new-build and repaired pallets.

Safety Data & Facility Audit Reports

Summaries of our OSHA compliance audits, injury rate data, and safety program documentation. Available to corporate customers and government agencies that require vendor safety qualification as part of their procurement process.

Environmental Compliance Records

Documentation of our CalRecycle registration, BAAQMD kiln permit, stormwater management plan, and waste diversion metrics. Available for customers with sustainability reporting requirements or environmental procurement criteria.

Fleet & DOT Documentation
